Howard told me there’s a hardship review process that might waive part of the termination penalty if I can show the upgrade was authorized without full disclosure to the primary trustee. I filed for that review two days ago.

I’m also looking at Medicaid as a backup, though there’s a five-year lookback and the trust withdrawals are going to complicate that.
